PA UCP Certified Firms
Firms certified as Disadvantaged Business Enterprises (DBEs) and/or Airport Concession Disadvantaged Business Enterprises (ACDBEs) with the Pennsylvania Unified Certification Program (PA UCP) are eligible to participate and count toward the DBEs/ACDBEs goals on contracts funded by the United States Department of Transportation (USDOT) entities:
MWDBE goals for county contracts are 13% for Minority Business Enterprise (MBE) and 2% for Women Business Enterprise (WBE) participation and remain in effect throughout the life of each contract. Only certified Minority, Women, and Disadvantaged Enterprises (MWDBEs) may count toward these goals. In addition, to the PA UCP, other certifications may be accepted on a case-by-case basis for contracts not funded by USDOT.

- PA DGS – Small Diverse Businesses with MBE or WBE designations only
- Eastern Minority Supplier Development Council (EMSDC)
- Women Business Enterprise National Council (WBENC)
- National Minority Supplier Development Council (NMSDC)
